It is actually an acid, that when combined with baking soda, produces carbon dioxide gas bubbles which give the egg whites body and stiffer peaks (basically the same chemical process as yeast)
Before people even knew what fidget spinners were my friends and I designed and 3D printed them for our engineering class. I have no idea how they became so popular but every time I had it out people just had to try it in the beginning. At least for us they were easy to make and that's why we kept making more.

The cookies didn't spin because you didn't let the icing dry on the cookies and instead they dried to the main component of the spinner. A good substitute for this royal icing would be a "Flood consistency" icing, that is icing that is thinner than this that you pipe the outline, let that dry a minute, and then fill everything in, flooding the inside. It is a form of royal icing and it dries miraculously smooth, which would also help these cookies.
