Why would he speak at all? (At least in his base form. Neo Metal and Overlord are different) his purpose is to destroy Sonic, not have a chat with him. Having him silent will help him feel even more robotic. you can't reason with him. he's a machine trying to kill you. this'll really help make him more intimidating. But if he does transform into his more powerful forms, yeah, he can go ahead and speak because now he's more evolved and not just a normal machine anymore.
I would only like Metal to talk under two circumstances. 1. He transforms into Neo Metal Sonic. 2. It's his final words like with the Sonic OVA where he sacrificed himself.
I doubt it would be the second one since they already established that the Metal Sonics are just foot soldiers in a villain's army. Unless they're going to do something similar to what they did with Gamma in Sonic X, where one of theme befriends Amy and then has to sacrifice themself later (a sacrifice that alot of Sonic X fans often overlook).

I think the obvious no-brainer and probably MORALLY smart move is a marginally altered Ben Schwartz voice performance - give the man the chance to show off some range beyond Sonic, and pay off the themes of identity set up in the first three movies!

Having played Shadow Generations, and haven't played Heroes, hearing Metal Overlord trying to gaslight himself into believing himself to be the true Ultimate Lifeform was really good. I would really like to see something similar for Sonic 4

So when he finally becomes Neo Metal, it would be him deciding to actually use Sonic's voice but in a more menacing radio scrambling way

If Metal does talk he should definitely get a voice reminiscent of text to speech, maybe like the text to speech voice used in the Metallic Madness Bad Future lyrics, the "Sonic, dead or alive is mine" voiceline is way too fire to not get ever reused
I know he mostly doesn't talk, but Metal Sonic deserves to talk, after all of those years of getting bested by Sonic he's GOTTA have something to say
If Metal talks, give him the same voice he had on the Ova
I think the main villain should be Eggman Nega, allowing for multiple Metal Sonics to exist
If they do give him a voice, I’d hope they give him a voice from an actual robot like auto from WALL·E instead of an actual person
