As a life long resident of Phoenix I can assure the city workers who maintain the park work for one hour then spend the rest of their day sitting in their trucks they don't even care that addicts blatantly break laws or park conducts in front of them
If the city promised it, the city should find the money. If the developer promised it, I guess "buyer beware." Something should be done with the land, though. Maybe the city could sell half of it to a developer and use the proceeds to build the park. Quality of life in Phoenix sucks unless you've got a good amount of money. It's the only city I know personally that doesn't even consider quality of life for most people to be worth any effort or money. The air quality is unnecessarily terrible. The city's idea of landscaping is parking lots and sidewalks with weeds growing through cracks. Homeless people abound in many parts. Strip malls are everywhere and are not required to pay any attention to beauty. Wages for far too many are terrible. Lack of affordable housing with no serious effort (apparently) to even understand what that might look like. I recognize there are budget limitations, but Phoenix has never even tried (at least not in the last 50 years) to require any sort of beauty. It used to sell blue skies and sunshine and think that's all that was needed. Now the air is brown and the sun, well, it's still up there.

Millions of people moving there and no money. If the park was planned there had to be money acquisition to it. No money to maintain it is not the same as building it. Let the neighborhood form a park commission and there be a determined amount each month to cover the costs of maintaining it with a private company. But then the city would not like that because it's city property and the work would probably be done for a lot less than they would pay city employees to do it and it done better as well.
