IMPORTANT DISCOVERY! You don't need to wait for a thunderstorm! In the new domain Violet Court, in the easiest difficulty there is a crackling axe mitachurl that does this move no matter what! Hope this helps those who are trying to get a thunderstorm!
The strike happens at 1:37. How I did it: 1) Move to the upper teleporter at Nazuchi beach 2) Directly on the right side of it, there's a camp with a crackling axe mitachurl. Clear out the other monsters, then run away to reset the mitachurl. 3) Position yourself close to him, but in a way that he won't see you. 4) Now keep changing your time until a thunderstorm happens (that can take quite a while, around 10-40 minutes). Make sure it's a thunderstorm and not just rain. 5) Initiate a fight and stay close to him when he does the big overhead swings. 6) Wait for lightning to strike the poor fella during one of his swings. 7) .... 8) Profit (free primos)
There weren't really videos of it yet back then and I didn't know what it would look like, what its range would be and when it would hit. Since the achievment said I have to get hit by it and I didn't want to accidently evade or stay too far away, I just let myself being attacked upclose

Electro mitachurls are the most badass enemy I've seen on genshin by their jump
you can just go to the first violet court domain
i was ridiculously lucky to get the achievements in 2 minutes of starting to turn time '-'
I think I got lucky because I got a thunderstorm in like less than 3 minutes
