The police are to be called by him.
Police একটা plural word তাই তার সাথে সবসময় plural verb বসবে। তাই police is হবে না "police are" hobe।

I think, let er passive hoyna. Otake allow / permit dara explain korahoy. He is permitted to go / He is allowed to go. If I'm not wrong.
