If you mean like permanently having you, you’d see when you check how many points you have, and if you have security council you’ll have it even after the season ends and if your security council ends after the season you’ll still have it, but if you mean you can start researching it, it’ll pop up without the gray hue color, and after you research ballistic missiles and before the ballistic missiles you need the guided missile program which is the the conventional warheads the first thing you can research in the missile tab, but you’ll have to progress through the ballistic tech levels in order to upgrade the space object onto the next tech level, and I hope all this would help you significantly in the future
