If you watch the slow motion version of his performance at Britain's Got Talent in 2013, you can see that he does have a real arrow, that it does get fired away, breaks the apple in two and lands on the target.
No, its an illusion. No producer would let him do this act if it was real too dangerous. The bow, the tray and the target are all trapped. The arrow is just a string with a laser, the tray has a blade in it couldnt have been a clean cut with and arrow, the target has the arrow in it already waiting to be sprung up. He put the ring on the arrow as he was "adjusting the target".
