It's a member from the group "the whispers". In the comics Magna leads a group called the whispers which play a large part in the fight against Negan and the Saviors. The Kingdom, Alexandria, the Whispers, and The Hilltop fight against the Saviors. Now, the walking dead has not enlisted a character named Magna, but they have said a new character is being added, and this character isn't apart of any of the groups known today. This does not necessarily mean that the supplies was the whispers. They scout on other people that start to come near them in order to protect their group. The upcoming comics we are heading into is called march of war and after that we have all out war part 1. They have to introduce the whispers soon now because they have been sticking almost entirely to the comics and the dialogue of the comics since the introduction of Negan.

Idk how it's not more obvious. The watcher is clearly cindy from ocean side. In the episode swear she was the only one who was really characterized. They emphasized her sharpshooting abilities. Hell she even tracked tara at the end of the episode. The boots clearly showed that they were tied on at the top indicating who it is is smaller than the average man. Something like a teenage girl. More specifically cindy. I don't think it's to add another enemy but more to add another Allied group.
This is a far fetched prediction, but I think the person in the boots could be a lady from ocean side that wanted to continue to fight against negan, and not go into hiding. So, they went their separate ways but she ended up living on that boat because there wasn't much she can do by herself. She will probably tell the group where she comes from and Tara will then reveal her knowledge about the place, which will lead to ocean side joining the fight against the saviors.
Man I hope we get a solid introduction for The Whisperers. I really feel they can bring a whole new level of suspense and horror with their introduction. Just pure terror, fans would go NUTS. Show only fans would be really frightened
