Why would you want every surface on tour to play the same? There’s no rule saying hard courts should be the same everywhere. Medvedev doesn’t like it because he’s not as good on slow surfaces. Indian Wells is a hard court, and so is Cincinnati and Turin which are much faster, probably even faster than grass.
Hardcourts are made of either asphalt or concrete, and then painted. I think the courts at IW were described as gritty. Kind of like a light layer of sand on top of it. When the ball hits the surface, it slows the ball down. Shots that would normally skid through quickly, slow down giving the opponent enough time to get there. Most hard courts would be covered with a smoother surface outdoors and indoors might even have some kind of cushioning on top. That's why the players like to get the chance to practice on the main show courts (if possible) to have the opportunity to see how the ball would bounce depending on how it's finished.
On a side note: I love how people say they want “surface variety” but then complain every time a surface is slower. You guys don’t want surface variety, you just want faster surfaces to benefit your favorite player. Variety means that slow courts and fast courts exist, not every court being super fast. I don’t know why people want to watch a servefest anyways.

And in 2010 they sped it up a lot and we had the Isner/Mahut 11 hour match. It’s just not a viable way to play tennis nowadays. They’ve sped up some of the hard courts, including BOTH the US Open and the AO. That’s enough. We have fast hard courts, and then we have slow ones like Indian Wells. Not to mention, you guys never complain about how RG has been sped up, which is why people feel the hard courts are slow. The reality is, clay has gotten faster which makes hard courts look slow since they’re almost the same speed as RG. Just admit you want faster surfaces, NOT surface variety. And trust me when I say, you wouldn’t enjoy the faster surfaces. Only the big 3 in their primes can be consistent on fast surfaces, and even then, Federer and Djokovic got upset at Wimbledon 2010. American players don't like slow surfaces who why do they continue to do it. Medvedev lost the finals because of the slow courts which favors defensive players. What was the CPI for this year? There have been years where CPI is in 27.5 (practically a clay court) and years like 2019 where in the final CPI was up to 36 (similar to Wimbledon average speed).
