Has anyone ever thought of using structural grade naval marine quality construction strenght stainless steel alloy rebars and woven-welded mesh? And the time-tested and time-proven 1 part lime + 1 part iron slag powder + powdered clay Smeaton mortar/concrete formula? Or the time-tested and time-proven 1 part lime + 1 part powdered brick + 1 part fresh water river sand developed by the Ancient Byzantines 1,500 years ago and are still standing today? Instead of water why not use rice glue water or water glass (water soluble sodium silicate) water. Or best combining all both together and let us see what happens.
I know cement boats get well over 100ft in length, so id imagine alot of those concepts are in practice and they probably work as well in practice as they do in theory. My bet is it always comes down to budget.

How do you get the new concrete to bond to the old, does the dry edge require special preparation .
Maybe ‘concrete epoxy adhesives’ are applied to the old concrete (coated/painted) to create a strong bond with the new.

Geopolymer and basalt reinforcement is the way to go.
Salt resistant. Lighter. Stronger. Self healing
See waterproof concrete. Zinc phosphate ? Makes micro-cracks self repairing.
