The difference is that a bearer instrument needn't be signed by a holder whereas a general endorsement needs to be signed by the holder of the instrument. And if there are any intermediate parties they are not mentioned in the instrument unlike ordinary endorsement of instruments.

Bearer instrument means there is no name of a person in whose favour it is intended to be transferred. Whereas general endorsement means pehle se mila hua instrument (can be order or bearer) usko hum endorse krrhe hai without endorsee's name.
