    2 solutions for Africa : 1. Stay in the western way, Import weapons from western countries and make wars to each other inside Africa, and stay statu quo as a colony situation as for the last centuries. 2.with Chinese way, let China in and help Africa to build infrastructures roads inside Africa between African countries and open the markets to China, let China doing business instead of fighting as in the past.

    It does not trickle down? Yeah, Africans don't use Chinese built roads and railway. What has France done for Senegal? Young Senegalese are dying in the Mediterranean and this gentleman is echoing western prejudices for the remunerative gain of being called an expert by the West.
    China may use its labour but the Europeans, French, British and Portuguese have been in Africa for more than a century. In the colonial period Europe imported its language, educational and technical standards while inculcating Africans to its culture. The Chinese do not have these advantages, to converse to African technicians they have to speak non-native English, while their technical standards are not universally known.
    Their familiarity with the African environment (climatic and technical) is minimal and the scope for project failure and delay is high.
    This program is one in a vein of many continuing the biased argument about Chinese type infrastructure over western type loans.
    I offer Angola as a case study. In 2004 the China Exim bank offered Angola a $2 billion line of credit. Unlike other oil-backed loans, it cost less. Angola, a relatively high-risk country, was borrowing at a premium of up to 2.5 percent over LIBOR
    The Chinese loan was at LIBOR plus 1.5 percent with a grace period of five years, and payment over a further twelve years. This was far longer than European banks’ normal term of four or five years, without any grace period.
    The most unusual feature of Chinese line of credit is that it is used entirely for infrastructure projects, the same loan-for-infrastructure model Japan used in China three decades before.
    Within months of the Chinese loan, a group of Western banks, (Barclays and Royal Bank of Scotland) - despite having earlier told the Angolans to seek IMF help, arranged an even larger oil-backed loan for $2.35 billion, at 2.5 percent over LIBOR, with repayment over five years. This was the largest oil backed transaction in the entire history of the structured trade finance market.
    The United States for its part provided tied credits of $800 million for Angola to buy Boeing aircraft.
    Transparency improved, even without the conditionality of the Western donors albeit with technical assistance from the IMF, and the Angolans finally began to publish a fairly complete account of their oil revenues and expenditures.
    Although many believe Chinese loans arrive in cash, they are wrong. A detailed look reveals that it is Western banks that give loans without requiring transparency, and it was Western companies exporting Angolan oil, that provided cash flows for the corrupt ruling party. The Western role in corrupting oil producers is not least evidenced by the confession of Jack Stanley, who led KBR (a subsidiary of Halliburton) as CEO between 1995 and 2004, that he paid $182 million in bribes to Nigerian government officials, to win $6 billion worth of contracts.
    The Chinese deal are not without risks, but it has been revolutionary for the country: for the first time, there is hope that some of Angola’s riches might actually be translated directly into development projects. There is still enormous corruption, but roads, clinics, and schools are being built.

      What disastrous consequences? Before Chinese help Sri Lanka was stuck in a civil war hindered by India's duplicitous role with the combatants. Sri Lanka's post-war reconstruction has been financed by China.
      Do you think the US didn't insist on payments on its Marshall plan loans to reconstruct Europe after WW2? How do you think Marshall Plan aid was configured? It was mostly for the purchase of goods from the United States. When China insists on such similar terms through Chinese worker participation to build ports and roads, people like you scream China has settler ambitions.
      The US and Canada also loaned the UK $70 billion @ 2% during WW2, it took the UK to 2006 (> 50 years) to pay back. Even the US Lend lease program resulted in Reverse Lend lease where territory (Diego Garcia and the expulsion of its inhabitants by the British) was ceded to the US for military bases and British technologies including sonar, radar, jet engines etc. were given not licensed. And the US has the effrontery to talk about Hambantota!
      Germany ceded all its technological innovations and patents to the US and in return for a revolving loan system that by 1995 had made loans amounting to around $196 billion. 40% of the investment in the German coal industry came from these funds.
      To show US restrictions on Marshall Plan funds, when the Europeans wanted to build refineries using its funds they were denied because it went against the interest of US corporate oil interests.
      You can see that the main critic of China, does not criticise with 'clean hands' nor does India (aiding and abetting the Tamil Tigers) especially where Sri Lanka is concerned.
      On Kyrgyzstan and Tajikistan, China offers loans that countries would not get from western critics. It is up to individual governments to show fiscal and project responsibility. If you use Chinese money for a party i.e. white elephant projects, you deserve what you get when they ask for repayment, however if you use Chinese money to build your export and revenue base, then repayment would be easy.
      The Kyrgyz were granted $billion soft loans at 2% interest rate per annum and a maturity of 20 years. You can't get those terms in the West. Western banks offer, as in the case of Angola, commodity-backed (oil-backed) loan at 2.5% over LIBOR, with repayment over five years.
      If you borrowed a $million and used it buy a rolls royce and private jets, its your problem when that debt is called in, however if you used it to build export factories, when the lender comes calling he would extend you $10million.
      Thats what happened to Germany, they used their Marshall plan money to create export industries - the Mittelstand. France on the hand used it to fund fiscal deficits. Today the difference is clear without the EU's protectionism France would be bankrupt!

    Africa has not seen much development until China interest in Africa. China is not being altruistic, it wants to mine for resources and farm its land in exchange for building infrastructure. It is not an investment but a transaction. Africa has no capacity or no market for these resources so they cannot derive any economic value on their own. Roads and train means economic access and synergy of otherwise unconnected industries. Both Africa and China wins in this process, China would gain more but Africa did not lose. When western companies mined those resource, they left nothing behind. They just paid the politicians and mined the resources, no infrastructure was built and nothing useful left behind after they are gone. So which is better?

      dem. rep. of congo right now is one the most mismanaged countries that is just overflowing with potential. That massive country has ample amounts of timber, rare metal mining potential.
      Imagine if CAR could properly market those resources. China would definitely be the first to hurry over and talk deals. and CAR would be on it's way to become a regional power in Africa.

    One disappointing aspect is that the West spends more money droning the African continent than on infrastructure. So, Africa-China relationship by contrast is way more civilised.
    Is it good for both? It can be - like all things it all depends on how it is used and on how much benefit you get from investing.

    It’s true some of the Chinese companies bring their own labourer force to build but on the other hand African countries are investing heavily in Education and I have seen projects where the Chinese built a water dam and the second dam was built by newly qualified African workers. All respect to China for helping out but eventually African countries will be able to do for self. Europe and America are bitter as China is using its resources to help growing economies but eventually Chinese will be leaving Africa.

      Nothing is free IMO, China will bring in its own labor force and ensure jobs for their own people. Also Africans lack the technical expertise in these large scale construction projects. After the infrastructure are completed, eventually African labor force will catch up with their technical knowledge and can then develop their own country.

    Personally I think it’s a good thing that China is trying to export development to Africa but it’s also a huge risk that they are taking with the endless cycle of problems in Africa. I hope Africa doesn’t muck up this opportunity because if it does, it will be a long time before it sees that kind of foreign investment goodwill into the region. If you want to lift people out of the cycle of poverty and raise living standards and level of economy, look to eastern Asians instead of values from the west. Doesn’t matter whether it’s Chinese, Japanese or Korean. Eastern Asians have a culture of excellence, efficiency and spirit of competitiveness that you can learn and benefit from.

    Western rule of Africa for centuries VS. last 20 years of Chinese construction in africa, you can see which has empowered and uplifted africa, surely chinese are not there for charity but to make money, in the process they have uplifted africa, that's the key difference, and continue to uplift africa from their war torn muddy huts and dusty roads. In the next 25 years, african-chinese partnership will take africa to a very healthy/developed state, something nobody cared to think of in the last 100 or so years of western rule.

    African countries must demand that the money be air marked for African companies. Companies that are run by native Africans! It is not acceptable that these loans be used to finance Chinese companies. Africa has to position itself where it can use its resources to generate revenue on a global level. The corruption in Africa must stop! Africa has an enormous amount of young people. These young people have to be trained to fulfill the needs of these emerging industries.

    Most of the commenters here are rather negative about China's presence in Africa, Assistance in the form of loans is better than pure aid, the recipients knowing that they have to payback are more likely to treat the assistance with some seriousness that they someday they need to pay back the loans. Furthermore, the African countries understood the current economic climate is really conducive towards obtaining large infrastructure loans because of the low interest rates worldwide. This is an opportunity NOW to build their countries. To be brutally honest if these African countries cannot manage the loans it is not the fault of China but those who took the loans. Also the responsibility of what loans they should take rest with the African countries ie not to take loans to fund projects which are not productive in future, for more info refer to Malaysian government who is currently renegotiating loans with China.
    I believe my arguments are more powerful than those experts with PhD degrees.

    The chinese want to have a long -term business relationship with the African countries -they're building infrastructures - roads, bridges, power plants, agriculture, manufacturers and etc. So they can have a strong business exchange with African countries - importing and exporting goods between countries which win win for both countries.

    You got to be realistic about using local workers. Some aspects of engineering has no tolerance for error, and you wouldn't trust unskilled local workers to do it. US "investment" is heavily into mining, of course you need plenty of unskilled workers to haul away the loot.😂

    Turkish company is building railways there for a HALF of the price of chinese offer.
    Makes you wonder why Chinese offer was so expensive ?
    Chinese economist mentioned that likely quite a few of these project will end up in defaults.
    To pay up for it, africans will have to give up their resources or land to Chinese like it has already happened in Sri Lanka.

      They are deployed at the un request to fight terrorists in Mali and other places. You should be ashamed of making such statement. Canadian peacekeepers, for example, are requested frequently but the nation doesn't have the desire or manpower to deal with these conflicts within nations.

    China is a developing nation and in this sense, its policies are designed to create mutually beneficial projects. Many projects as their own governance will continue to need adjustments. The arguments of some of these commentators in an effort to diminish the importance of the relationship and the improvement in the lives of Africans are unfortunate. There is no basis to deny the progress that is being made. These contracts are made by sober-minded adults who see great benefit for both China and the African nations. Colonial contracts only benefited the American and European masters. These are fellow victims of colonization who work hand in hand to improve the lives of people in their nations. Presently, there is only one global leader who is thinking and acting for the benefit of humanity. His name is XI JINPING!! The Chinese nation is ushering in a new phase of world governance and relationships based on the brotherhood of humanity. We have given the American century a chance to the detriment of humanity. Let us try giving peace and peaceful development a chance, through win-win cooperation!!.

      During the 60s to the mid-90s, the Chinese government strictly controlled emigration, so that smart and talented people could not leave for the more affluent West. This may have been against the preference of these people at the time, but their talents stayed within the contry to build up China.
      I'm not sure how feasible this would be for African nations to have similar policies now, but if they could do so it would at least slow down the brain drain.

    2000 Years ago, the Arabs enslaved and colonized Africans. From the year 1450 to 1960 the Europeans enslaved and colonized Africans. From the year 1960 to 2000 the invisible hand of the cold war enslaved and colonized Africans. From 2000 and ongoing the Chinese are enslaving, manipulating and colonizing Africans. Due to his lack of savvy, know how, his predisposition to exploitation, the Chinese have taken advantage of Africa and its rich resources, in fact based on available data both in terms of land acquisition and natural resources over $27 trillion has been unjustly taken through various deals- yet Africans have gotten a meager $280 billion out of those investments. Take the case of Senegal, where the Chinese have recently bought out right their international Airport located in Yioff Senegal, then loan the country $11 billion to build an new airport, nearly 10 times the cost of building an international Airport. In a country with a meager $31 billion PPP [GDP], repaying that loan will be nearly impossible. What the Chinese really want is the Yioff land in Senegal among others . Sadly Senegal will soon join the rank of countries deceived by China the likes of Sri Lanka were the government signed a 99-year lease with the Chinese government to operate their ports and airports. Case in point, the Chinese have and are currently building the biggest deep-seaport port in East Africa near Mombassa Kenya, coupled with biggest military based in Djibouti Africa, millions of miles of rails track throughout East Africa (Kenya, Djibouti, Ethiopia, Uganda, Rwanda, Tanzania, Zambia etc… their core objective is both cleared and nefarious, in that the Chinese plant to eventually dump trillion of dollars worth the cheaply made Chinese goods throughout Africa in the Belt and Road Initiative using their tentacles rail network. Recently the Chinese bought out right four additional international airports in West Africa (in Burkina Faso, Togo, the Guinea Bissau, as well as Sierra Leone and Cameroon). In Senegal for instance to build the airport the Chinese loaned Senegal $11 billions1/3 of the country GDP and 11 times the cost of building. When I first visited Senegal in 1985, the country was a fine republic with great potential, recently however (2015), Senegal has become a dump of humanity, the poverty, the decay and years of corruption and incompetence due to the inaptitude of both current and former president Wade. We can most certainly predict, soon enough Senegal like many other Africans will be bounded in chains, this time around however by the Chinese.

    China gives them big loans at high interest rates and when those poor countries can't pay China comes and takes over the ports,airports,highways etc. We saw what happened in Sri Lanka and most likely will happen to Pakistan as well.

      South Korea and Indonesia took IMF loans and was just fine. The IMF helps clanse both countries of monopolies, cronisme and inefficient governmnet linked companies. China on the other wants to own countries that fail to pay its debts.

    USA and Europe have the resources, knowledge and skills but have clearly demonstrated their unwillingness to help Africa to industrialize. When China comes and starts to build infrastructural projects in Africa then it is accused of being a new colonizer and Africa is being seen as naive for accepting these loans to build what it needs. All countries in the world do make loans from other countries from time to time but if it is done by Africa it is wrong! What is Africa expected to do then?

    Short answer No, long answer, its complicated. China's main goal is economic gain, not joint benefits. How African countries respond though, may make it beneficial for them too; unless the money is used to bribe official's instead of benefiting the populous , as is unfortunaly often the case.

      Zsari Maxim Mm kinda ? Normally both sides will have reasonably equal gains from partnership, but in this case China stands to gain a lot more. It's not just in Africa, China is investing all over the world, at the benefit of China's superpower status, but not necessarily at a benefit of the countries they build in. Business investment are supposed to benifit both parties involved(ideally).

Whether any business partnership are beneficial to all parties and how much each party gains from any deal or corporation entirely depends on the bargaining power of each party involved. If you complain about your business partner not handing you enough gain, you shouldn't be entering into that deal in the first place. At the very least China is not going to instigate a regime change on you to make you play ball. If on the other hand you are expecting an hand out, then forget about it. The first thing in economics 101 is there is no such thing as free lunch. China too got to this stage not on largesse but sacrifice.

    African culture is eastern like china,defensive not offensive like west,secondly during the cold war,when china was banned from international trade,Africa used to vote against more embargo,lots of African countries used to buy Chinese goods illegally,this kept china afloat and they never forgot!

    Look at some of the things China does to religious and different groups in China. I fear this ends badly for s lot of African countries that can’t afford to repay loans but I hope I’m wrong but That communism thing doesn’t usually work out.

      What does the West want? It sends aid presumably to the poor to keep feeding them but never to build? To create a welfare state in African countries to assuage some past guilt/make them dependent?
      To get the resources without building anything like in Libya and to install some puppet governments they can control to steal legally.
