According to the lore, from what I remember, Fluffies were supposed to be an attempt by Hasbro to expand the market for pony products. They were in the middle of making/modifying them to be house pets, but PETA caught wind of it and decided to intervene by breaking into the labs, smashing the equipment, and releasing the Fluffies into the wild
Problem is they were never properly finished. More difficult to train than even a normal pet, too stupid to live, reproduced faster than rats, defecated literally everywhere, and became an invasive species to the point where the government now encourages destroying them because of the damage they cause. Apparently they're worse than mosquitos in universe.
I never really got the torture aspect myself tho, so that I have no clue on
