Should be, if you can't find it then go to the view > customise tools and either drag it back in to the tools panel or just click the reset to return back to the defaults. I have just re-tried it by clicking reset and the undo brush is there in the default set.

Yes, it works for all the effects such as blurs, procedural textures, deform, mirror etc - just used it for the example with halftone.
Is the undue brush a default brush in the toolbar? I didn’t know there was such a thing.
