Personally i like to think california is just a foothold just to startup then move somewhere else. I think(i am living in asia) california is biggest and closest state in which there is a huge Japanese population(not related but add the fact that there are atleast 3 big name japanese baseball athletes in cali which makes cali a go to place in the US), so to start there is a good idea.

People seems to forget the fact that Cover is an outlier in the JP industry, they cut of a massive market when their talents got attacked, they have fine treatments for their employees and talents unlike the other one next door, and lastly they have Yagoo who treats his talents like they are his sons and daughters. This is a bit worrying. Square Enix. Sony. Capcom. JP companies pushing into North America does not have the best track record, and they're going into Cali of all places. This seems like a great way to get infected by unsavory elements.

Some added context for possible reasons to start in California, it likley has to do with a larger anime fan base and easier logistics like previously mentioned. Los Angeles alone is the largest county in the us and borders Orange county at number 6 as well. So setting up similar cafe and promotional events similar to how they do in Japan, California might be their most sensible option. Having multiple large ports in the state also helps out in shipping and logistics when it comes to moving merchandise and equipment. It also helps that theirs a larger Jp speaking pool of people in the state and specifically LA or SF. If you also include the number of digital artists, editors, and other media personnel in the area, it kind of points to California and at least with my coping ass, LA. :^)

Source: I lived in CA until last year. It's that bad. Especially in the broader bay area, where they are likely to set up.

I kinda get the concerns about the HQ being stationed in California but Yagoo is the same person who puts his talents first before Covers stockholders and held both HoloStars and HoloID despite some pushback that could have led to the sub-branches disbanding. I think I can vouch that Yagoo has a spine strong enough to get rid of or not hire bad eggs that may jeopardize the brand and the company.

this isnt moving the entire HQ to california, this is a local branch HQ opening to help facilitate sales, event planning, and the like in north america. Content and control remains in Japan and USHQ reports to and follows Japan HQs lead. California is a typical starting point because there is direct flights to and from japan, making buisiness trips easier for talents coming to the US for events. Only worry if for some UNFATHOMABLE reason Yagoo decides to move the control from Japan to US.

If that move didn't happen, I'd probably still be mainly a PlayStation gamer today. I refuse to accept the censorship that came with the move to California, especially considering it is only Japanese games being censored and pretty much nothing else. That said though, I'm also grateful in a way because I only became a PC Gamer thanks to Sony, and gaming has never been better for me. Sony, in a way, showed me the light.
For Hololive, it'll probably be fine. It'll just be a branch office, not an HQ move like with PlayStation, right? And it is probably a convenient location due to being located on the west coast.

I think they will be in CA only temporary, maybe just to make it easier for building the base. Like transportation and logistics for the employees from Japan will be easier, looking from the doc they will use elites from head office first and slowly recruiting locals. Maybe after they established, the probability to move to different state because of taxes and others will be higher.
I genuinely hope Cover handles the staff's hiring and puts more clear minded people in the USA branch because once they started pushing nonsense like " *THE MESSENGE* " It's only ever gonna go downhill for them
I somewhat agree with others that California may not be the best area to setup a US base of operations. There are states that would be better equipped. At the same time, it's good that Cover is expanding. This could also be seen as a win for investors looking to get into/invest in Cover. They could potentially file to have some American Depository Shares (ADS) listed. The company itself hasn't been a rocket into the heavens, however, it's been pretty stead/up as of late near $15 to $17 per share US.
As someone who likes to invest as a hobby, Cover ticks some of the right boxes, imho, for a potential money-maker down the road.
Some things to keep in mind: Cover isnt publicly traded in America so they have no incentive to incorporate DEI. Even if some employees try to sneak it in of their own initiative, from the stuff that I've read, they're already well aware of the localization in anime issue and are likely on the lookout for it. Also, so long as the current talent managers are still in place I dont think we'll see any issues in the near future.

exactly. LA is a central economic hub, one of the biggest in the US. And since COVER started their US endeavours in the West Coast that culminated in the Connect The World, it makes sense that they will establish their first overseas Office in the same area. You think they will go out of their way to go all the way to the Midwest and try to start from scratch from there, when they already have a a foothold in the West Coast?
California is a pretty rough pick. Even setting aside the incendiary political climate for a moment, California's local legislation is, to put it mildly, really fucking bad. Buying land is a nightmare, building facilities is a nightmare, property taxes are a nightmare, etc etc. Not to mention cost of living -- COVER would have to bump up staff wages for their employees to be financially stable living in California.
The only real benefit to choosing California is the close proximity to many content creators and tech companies...but VTubing is an online industry anyway so I don't think that benefit is enough to outweigh all the drawbacks.
But who knows, maybe COVER can pull a hat out of a rabbit with this one. And if not, they can always relocate later down the line
The whole country has an incendiary political climate, so that argument isn't really state dependent. As far as the financials California might be rough in that regard, but it's on Cover to research that stuff ahead of time and decide whether it's worth it or not, not on whatever state they decide to branch out to.

If cover is indeed branching to the US I hope it is a full on studio. I think it would help to have the mocap for JP and ID in tokyo and then mocap for EN in US. Big events like Holo FES will still be a Japan based thing but it could really help the girls do more 3D stuff if you have two working studios so they can go back to doubling up on birthday lives and anniversary lives. Not to mention it would open up more opportunities for solo EN concerts to happen

I'm pretty sure "localization" in that document isn't being used in the same sense as translating language. It's more about the business establishing a "local" foothold.
Also this comparison with "company A" isn't new, they've published a report before where they accidentally left the company names un-anonymised in the English version release.
I doubt they will open anything in Europe soon. They keep hiring talents everywhere but from EU ( Kiara was living in JP when she was recruited ) so besides Kiara only a couple of talents have GMT friendly streams. They dont seem interested in EU , otherwise they would hire talents from this zone. Im sure at least some talented people applied for a spot at Hololive. I hope im wrong tho, im living in the Netherlands right now so i would be happy it there were Hololive events in EU but im not holding my breath.

The Cali choice is likely for the professional entertainment infrastructure i.e. recording studios, management, security, talent agencies, ect around Hollywood as well as for the ease of community outreach around high density larger counties like LA and SF. Little Tokyo in LA is probably going to be one of the first places they go for a Cafe collab. There are also multiple large convention centers and stadiums in Cali that would be great for Conventions or Concerts.
0:48 Cover released a similar infographic last year. It mentioned Anycolor, Brave, and VShojo in the English version, but they immediately took it down and replaced it with "Company A".
It's nice that they want to expand operations and make it easier for talents and fans to gather in one place, but my pattern recognition has been triggered: Japanese company sets HQ in Cali. It's not a good omen in my book.

When Cover mentions localization, I imagine they're moreso referencing subtitles for their streams and events, as opposed to how we generally think of the term associated with anime. Given that much of that work has been done solely by fans and clippers in the past, them beefing up support for it is definitely a good thing.

Of *_all_* the states they could have picked, why'd it have to be California?
And it is a state they START with. Who is to say they won't change their minds or relocate years down the road?
Main reason is that you can go straight from Japan to the US on a single flight, and a side reason is it also has a lot of conventions local to the state, so it eases traveling. That said, having those little bits of convenience is nowhere near enough to offset the many, many downsides of opening an office in that state.

It's a bad idea to open up a headquarters in California of all places. Sure it's closer and has a lot of people but the state is not business friendly and is horribly expensive. They'd do better with an HQ in Las Vegas.

They want to expand to a global audience. Spoiler alert: California looks a lot more like the global audience than most other places. :P It's actually a great test case for what their big picture ambitions are. They said in the document they want the Vtubing industry to be worth $250 billion by 2028. That's a MASSIVE, and possibly fairy tale, level of expansion from where it is now. If they can't even navigate the social terrain in California, the industry will never get there. It's a crucible that they must pass through in order to get to where they dream of being.

For people in the comments complaining about California. Cover is choosing California because of the labor laws for talents. Also localization means more akin to promoting,shipping and event planning not local pandering or whatever else you have in your mind.
Bruh, it's not worth it. They'll be heavily taxed which renders cheaper shipping costs pointless and mute. And there's a reason why there is an exodus of many companies leaving California. Rampant crime rates, chaos, anarchy, heavy taxation, unreasonable laws and policies on companies. Then there's the biggest problem, with DEI agender.
