So THAT's the trick. No wonder why after 4 playthroughs I never unlocked Harle permanently. Everything is about the Continue+. Each time I tried that option, the game didn't let me continue because I was in a stronger state. All I did now was start a New Game (0 stars), later I saved after finishing the prologue, and then I loaded a save file where I already finished the game in a previous playthrough having the Time Egg, Relief Charm and Time Shifter in my item list, and having Harle still avaible and the stars are yellow (Time Devourer defeated). After that I chose Continue+ and finally I chose the save file of 0 stars. Now Serge started with 850 of HP, all of his other stats increased, all of my previous elements and equipment obtained, and all of my 99 stars. It will be a long way till I obtain the Chrono Cross element and I finally get Harle. I don't know if I want to keep going from the beginning after playing so much, but I hope that this message helps anyone who has problems to get Harle permanently so now you know what to do people.
The only part I hate about it is technically it doesn't change anything, including dialogues. She speaks in the terra tower as if she is 'shocked' when it is explained she was the moon (7th dragon).
Actually you can do it on your second play through when you become lynx on android version of the rom hack for epsxe version. That enables you to use codes one of wich is obtaining "All key items" simply activate that code, wait till you become lynx and pop into spriggs house for the first time then vring up your key items menu and use the chrono cross. It will then do the rest and you dont have to wait till near end of the game to retrieve your body to get all the characters again and harle stays permanently with you.
So what do we do after we use the Chrono cross? Save the game in spriggs house or leave and continue the game? Sorry lost me on that last lil bit..nevermind you can just click on the pot to go back to the marsh
There are WAY better accessories than dragoon gauntlets. dragoons glory, 2 power seals, magic seal, sunglasses?? Moonglasses?? King fu shoes plus a certain dress can get Marcy over 65% evade rate.

I used Lynx HARLE herself and Norris for that and afterwards did ANOTHER NG+ run in order to KEEP her Lynx however is the only one you can't keep.

After you use the Chrono Cross to get the characters back, you can leave and play as normal.

I finally understand how the continue+ works and requires many save 💾 slots to get all the alternative ending.
