Yes. US Unis do not need MS degree for PhD. However, there will be intense coursework in the first 2 years of your PhD and then you will have 3 years for research.

Hello Sir , I have done all the above steps which is mentioned but still i got rejection letter from your university [university of texas , Arlington ] , Though my scores are good at GRE & Toefl .
may be other applicants still had stronger profiles. Just because one university did not let you in, does not mean you cannot succeed. Some other university will give you a chance.
