The song’s about their music and how it’s like chlorine. Chlorine, in small doses, cleans water and can even be healthy for you. Chlorine can be essential for survival in certain situation because it’s so good at cleaning water; however, the chemical is also poisonous and can kill you if you ingest too much.
He is saying that his music is the same way to him. He needs it to survive (it’s a moneymaker, but also saves him psychologically and emotionally), but it can overtake him and kill him.
“This beat is a chemical”. Without it, he would die. But too much of it can also kill and destroy him.

SHADOW COCK you gotta give them credit in that they’ve changed their style with every album
Like with their self titled album it was slower and more orchestral
Then vessel was electronic and more techno inspired
Blurryface used so many different types of music as inspiration
And then you know songs off trench
So all in all they have experimented with their music

No it’s actually the fans. Ned is us. Sorry but it’s the fans that Tyler feels pressure to keep happy. When he made “Blurryface”, fans were constantly criticizing it and saying it wasn’t good as “Vessel”. So he got us more music/chlorine (Heathens/Remixes) and that still wasn’t making us happy. So he left and gave us a ton of music/chlorine (Trench) and finally we were happy. It ends with him being exhausted and us sitting there expectantly and not really interested with the little music projects he gives us (Mexico City Remix/Berlin remix).

Tyler's talking about his love/hate relationship with writing. It started as (and still is) a coping mechanism for him. Now it's not just for him, it's for us too, so now it's become his job (Now you double as a paper-maker). Writing helps him to express, but writer's block and not being able to find the perfect words to do so makes him insecure. Chlorine is a cleanser, but also highly toxic (you in my life is like sipping on straight chlorine). Now Ned (the creature in the video) was introduce here not only to represent creativity (as it's been explained in other comments) but also to express their goofiness. They're super funny guys, but that doesn't really show up in their music because it's all mostly serious. They wanted to make it less serious here by having him show up. Actually, Ned is such an important part now that he has his own merch, even a funko pop. Cool thing about Ned's merch is that it is just him, there's no sign at all that it is related to twenty one pilots at all, so only us understand. It's made just for fans.

I've seen a few interpretations. The one I like best: The creature, Ned, represents Tyler's struggle with creating music. Feeding his creativity takes a toll on him mentally and isolates him. It poisons his mind by putting him into dark places that feeds his creative expression, but he does it because he loves creating music and connecting with his fans. The adverse effects on himself also put more pressure on Josh, his wife, and his family. The last few lines are him apologizing to those close to him and to God as the process also pushes him further from his faith and what he believes is most important. At the end, we see Ned look at Tyler and the empty pool - never satisfied.

The Trench Trilogy: Where it at began (it’s a LOT of information so be prepared lol)
It begins with the video Heavydirtysoul, which is the prequel to this trilogy. Tyler is stuck in his own dream that loops on forever and ever until he finally wakes up. In the video, Blurryface/Nico (same person, Blurryface is his fake name) is driving the car and is trying to run over Josh but fails and I’ll get into specifics later on. After he fails, he disappears and the car gets destroyed and the whole thing just repeats itself.
    Episode 1: Jumpsuit
In the beginning of the video Tyler says along the lines of “time to wake up”. People in the clique (that I’ve seen) have made a theory that Tyler is talking to himself in order to wake up and head to Trench. Near the end of the video the people throwing down the petals are the Banditos, the good guys in this story. It was a distraction call for Tyler to haul ass into cover and get away from Nico but unfortunately he fails and gets captured by Nico and they go back to Dema. At the end of the video it basically starts at the end of Heavydirtysoul, Tyler finds his Jumpsuit and walks along the yellow lines. Yellow is a VERY important color in this story and I’ll explain a lot in the next section
Backstory on Dema: Dema is basically a city that the Bishops control. They control everything and everyone by showing the townsfolk their insecurities making them feel depressed and worthless in a way. Fun fact: the Bishops can’t see the color yellow, yellow represents hope in this story and that’s why the Banditos wear the tape, to show that there is hope and there is a way to defeat your demons
Episode 2: Nico and the Niners
Basically like y’all said it was a rescue mission. If you noticed in the beginning Tyler has at least 5-7 yellow flowers in a drawer basically counting how many times he has escaped and failed. At the end he leaves his Jumpsuit as a message in Dema by saying it’s possible to escape, stop trying to be controlled by the Bishops. As Tyler and the Banditos are leaving Dema they head underground to their camp which leads us to Levitate
    The Final Episode: Levitate
It’s pretty short and simple, they get Tyler back from Dema and celebrate. At the end Tyler gets captured YET AGAIN but if you noticed the two Bandtios watching Tyler get captured, one is scared out of his mind while the other just has a stone cold face and doesn’t bother to help. When the video was released there was a theory that that Bandito is a snake, helping the Bishops so Tyler can feel like he’s living in hell. Also when Tyler is getting dragged, you can tell from his face that he isn’t even phased by the fact that he’s going back to Dema, he’s been through it a lot and doesn’t seem to care.
That’s basically the whole thing explained, I’m pretty sure if I’m wrong about something someone will correct me but yea there’s A LOT of backstory for this album and a lot more other stuff including Tyler's black neck and some more references and information about the videos and lyrics which have a lot of meaning.

The monster is Tylers creativity/perfectionism, the pool is his art, the whole time hes taki9ng a dry pool (with Joshs help) that represents a new project and filling it to appease his creativity, once its full he starts cleaning it to get the pool/song as clean as possible to appease the monster/creativity. Eventually its good enough, he enjoys it, then its just him and his mind alone again.
At least that was my interpretation

    Theory:
Ned is the name of the white creature.
What if Ned represents Tyler’s mental health because any mental health issue is a chemical imbalance in your brain. And what is chlorine? A chemical. What if this video is Tyler trying to be happy again?
This could be why Ned is mostly white because white signifies purity but his mental health issue is still there hence Ned’s black eyes.
Tyler feels like he’s finally getting there with help from josh/ he’s relying on him which is why josh does most of the work because that’s how Tyler sees him. When there is enough chemicals in the pool (Tyler’s brain) Ned jumps in which could signify his mental health being positive as both Tyler and Ned seems happy and relaxed.
In the water Ned grows horns which means that the chemicals being balanced in Tyler’s brain causes Ned to become more powerful as Tyler has become happier.
When the pool empties it could mean that Tyler’s mental health has become worse which is why it’s so dark in there and then Ned comes to show Tyler that there still hope for him. The black legs you see in front of the camera could be josh as Tyler could believe that josh has given up on him/ Tyler feels numb around everyone so they’re just black silhouettes. The cup given to Tyler by Josh could be medication for his mental health issue and he looks at Ned to see his opinion on taking medication but Ned doesn’t approve of it. Which is why the video ends with Tyler looking down at the cup. I believe that Ned thinks that Tyler can get through it by himself if he just believes enough.

When it comes to Twenty One Pilots, the whole album is a story. This particular one was like no other. It could takes days to explain it all. Those of us longing for music during their year hiatus that were paying very close attention were caught up in a secret webpage they released with hints of all kinds that the songs are about and alluding to. I have been a massive fan for a long while and I still have to listen, read repeatedly, watch videos etc. There is a guy on TH-cam called the Pop Song Professor - He is a big fan and literally disects every song and what he believes it means in a far more succinct way than I ever could - I highly recommend watching him for songs you have trouble putting together - in some cases you will hear things that make no sense to anymore but those involved in trying to decipher the clues they gave us over the break or the people who got filled in later - it is like nothing Ive ever seen a band do but it is their way of truly connecting with us as fans, giving us a challenge to emjoy together and it just serves to strengthen the bond between the fans as well as between us and Tyler and Josh. They are massively talented, so incredibly smart, their songs are always about something real, not like so many songs these days that are just about themselves, love(though they have a couple that Tyler wrote for his wife that are wonderful), money, fame etc... They touch lives on a real level and have droves of teens who credit them with making them realize suicide isnt the answer and that there is hope and a reason to stick around. I have 10 years on them but I admire them in a way that is so far beyond their music. They are literally changing the world, putting on shows for thousands and thousands of people with just 2 people while experts in music, other bands, show runners are constantly telling them that they put on 1 of the best shows they have ever seen. So proud to be a fan of these two amazing guys!!

Ned is a symbol of their fans, the chlorine signifies the music they both put out, at the end when he tries to hand the cup of chlorine to Ned, Ned doesn't want it because its only a little cup and not a lot. It's about how the fans aren't happy with just a little piece of music and they want the pilots to give them more before their happy. Hence when ned first came out and seen the pool half empty, he ran away because it wasn't enough, the boys then had to give more in order for him to be satisfied. I might have gotten some of this wrong but I heard it from a tweet.

I think the song is about creativity and what it means to him. His creative process. How it hurts and heals him. Chlorine is a poison, but it's functional use is that of a cleaner.
So when he writes it hurts to deal with all his emotions, pain, and dark thoughts. But ultimately, in spite of that pain he is clean after. Having dealt with his feelings.

Twenty-one pilots write stuff with depth and meaning and use esoteric metaphors. And they have story arcs through their music. So it'd be rare or impossible for a person to understand some of their songs on first listen. Even with many listens it can be difficult or impossible if you don't know a lot of their other stuff. But this is a good thing. They write about the deep stuff of life and that stuff can be complex - for some more than others. By not dumbing things down their music connects with people who relate to their take on life. And as fans we feel a lot of investment and engagement with them. And we find that the more we delve into it the more rewarding it is.

Nathan Hunter yes. I am 99.9% sure on that too. (It’s cute and lovable but also agressive, noted by the growing horns, and extremely critical of what Tyler gives us.) A lot of this song is based on the backlash they got from fans when they released Blurryface. A lot of fans weren’t happy with it and said it was too commercial and not as good as Vessel. Notice the line “I’m so sorry I forgot you. Let me catch you up got speed. I’ve been tested like the ends of a weathered flag that’s by the sea.” Yeah that’s talking about his abrupt hiatus and why he had to do it. He was exhausted from touring and from being beaten down by fans who weren’t happy with the album.

this is the best interpretation I read from another comment on there music video page:
"Essentially Tyler is having to feed his creativity, which has taken the form of this creature called ned.
His creativity relies on a large quantity of negative emotions. it cleanses and helps the creature survive but hurts tyler. The creature grows while he decays, it grows it's horns completely. In the end after emptying an entire pool the creature is hungry for more, it's an endless cycle to create music for tyler. throughout the music video tyler is clearly deep in the creative process since he’s wearing headphones and closed off from everyone and putting a huge workload on his friend josh to help handle his emotional weight."

The lil' dude's name is Ned. Ned represents Tyler's (the singer) creativity as a physical embodiment, and the video illustrates how Tyler has a love/hate relationship with his own creativity. Ned is a living metaphor for the proverbial “blank page” that stares up at every artist. Chlorine is the harsh taxing substance Ned feeds upon because chlorine can either purify or it can kill, depending on how you use it.
This is the battle that Tyler is in with Ned, and you can clearly see that Ned is demanding, as Tyler and Josh have to keep going out and getting continually larger and larger amounts of chlorine to satisfy Ned to come out of his elusive hiding place in the corner of the yard. Once they have enough chlorine (having finally gotten a huge industrial tank of it that they had to totes struggle to roll up the hill), Ned comes out and jumps into the pool of chlorine. This represents Tyler's process of finally getting down to actually writing a song. You see Ned swimming in the pool and his antlers growing and becoming more dangerous and piercing.
Then you cut to Tyler at the end of the pool, spent and exhausted from wrestling and fighting with Ned as you see Josh (his wet legs) walk across screen. Then Josh hands down to Tyler a cup of fresh water to replenish himself with. Tyler then offers some to Ned, too, as Tyler loves Ned (as Ned is a part of him), but water is not Ned's drink of choice so Ned declines the water, but remains hanging with Tyler as Tyler recovers, Ned's piercing antlers now having gone back down to cute lil' nubs again. Ned is checking on Tyler, as Tyler is also a part of him and Ned loves Tyler as well. It's a beautiful metaphor for creativity.
A fellow VFX artist friend of mine built, painted, and animated Ned, BTW.

Here's a weird look at Ned (the "evil teletubbie"). As many people in the comments suggest, he represents Tyler's (the singer) creativity.
Now notice how it steps out from behind a car door. Also note, that its a front driver's side door complete with sideview mirror. Lastly, note that Ned steps from the side that shouldn't open(the hinge).
Payoff. It could tie into the white car seen in other videos. And that Ned represents the engine of that car. And that after blowing up, they had to take a bit to restore the engine to continue.

The “teletubby” is Ned. Ned is also called Nico. Nico is mentioned later on in the Trench videos. Ned is Tyler’s anxiety, depression, and music. He evolves in this video because is a human later on. In Jumpsuit and Nico and the Niners, he is the ‘enemy’. More people know more than this, this is just a snipbit of info.

I don’t know much about Ned, the teletubby dude, but I’ve heard some things that I agree with.
The thought I have heard is that Ned is like their record label. When they start out it’s just them doing their thing, and the water is murky and it’s not a lot, but it’s theirs. I also assume Tyler’s drinking water out of the cup in the beginning. Ned, the record label, doesn’t want what they’re making. So they buy chlorine, which is poisonous to them, but they do it to satisfy the label.
It isn’t enough, so they buy a huge tank. When all the water is pretty much taken away or at least completely cleaned out from the massive amount of chlorine, that’s when Ned jumps in, that’s when the label is satisfied. When all their original stuff is gone, and all that is left is something that poisons them, something they don’t want. But they have to satisfy their label.
At the end the chlorine is gone, the pool is empty. And I assume Tyler’s once again drinking the water, what he needs and wants. He offers Ned a sip, but Ned (the label) doesn’t want it, because it’s not clean, it’s not chemical, it’s not like a machine made, commercial, nonhuman product.
I think you can see this when he talks about his rebel red growing, which could mean his fanbase and money, while he decays. He also says his body lives on lead, also poisonous. This could mean pencil lead, writing songs. He says it’s terrible in flavor, but it doubles as a paper maker. It’s his money, his job. He doesn’t like the writing, but he has to continue.
Now, this could be a retelling of something old, or something current. Maybe it’s an explanation of the hiatus. Maybe it’s all wrong, I’ve seen people saying Ned is his creativity, which I know nothing about. This is just what I’ve heard and what makes sense to me.
Love the content, btw (especially tøp). Keep it up
