The second half of the game is after the end as the heroes attempt to set things right. They fail, but they are able to free the world from Kefka's nihilistic tyranny and rid the world of the influence of the Espers once and for all. For better or worse, Kefka's changes are permanent. And while the games are not connected, interestingly enough in fact, reduced magical capacity continues into later installments in the franchise. So yes he did become the god of all magic, but while he is one of the strongest, he isn't at the top. That might go to Cloud of Darkness from FF3 or Bhulveneize from FF13 since they are absolutely overpowered.

In the Dissidia saga, Kefka was given a semi-tragic twist that I appreciated: if it was already sad that, in order to undergo the Magi-Tek experiment, he went mad, transforming into a monster who has no faith in life and considers it meaningless, in Dissidia it is explained that his madness does not allow him to feel positive feelings and the only type of joy he can feel consists in sowing chaos and doing harm. Even to himself, if necessary. A saga that has further enriched an already extraordinary character. As well as my favorite villain in the Final Fantasy series.

Might be Rune from Celes. Or the fact that marjority of FF magic was broken. Or Ultima Weapon vs Ragnarok. Ragnarok gives you Illumina which auto casts Holy and is the strongest weapon.

This incarnation was made to appeal to the Japanese audience as Kefka is FAR more popular in the West, mostly thanks his Woolsyisms in the SNES version of FFVI (which is, at least now, the worst translation)
