To be fair, a prolonged scream of pain is considered a verbal submission by the book. It's hard to say if that was the right call because we can't really hear it from the broadcast but if he did actually scream that's a legitimate submission and shouldn't be overturned in my opinion.

Albert was in a belly down arm bar that you couldn't see his arm but he was in the motions of trying to escape. At the end of the day I just stated what the rules say, I didn't make them up.
