Altadena is an unincorporated part of Los Angeles County, developed starting in1860s so lots of elected officials that made choices Pacific Palisades started being developed in 1920s, plenty of elected representatives who made choices LAFD budget is huge, the small cut the mayor did was to training so no particular impact to this fire fighting effort

It might help, but electrical cables should be shutdown first. Maybe an area around the house cleaned up with paving and a narrow water canal and pre-charged battery water sprinklers may be useful. Also once people are warned about possible fires and strong winds, they should take it seriously. In South Africa we often have fires in squatter camps but still people leave their children alone with a burning candle. Same with flooding. People keep on building close to river banks and also on steep hills. Come flooding, their houses are swept away. Population grow by the minute, which make it difficult to manage.

Wood is also more readily available in North America due to the vast forests around the country and the continent that Europe or other places don't have. It allowed homes to be built cheaper for longer because the product was affordable. I'd say that brick or concrete in most senses is probably better (as a non-engineer making a guess) but that you have to work with that is available. There are lots of products that can make wood homes more fire resistent but at the end of the day fire always wins.

It is kinda counter intuitive but healthy trees don't catch on fire like in Hollywood movies because they are thick solid wood, protected by the bark and contain a good amount of water. houses have holes which allow oxygen to fuel the fire. I saw many stone houses in Japan that earthquake resistance. It's more expensive but many of these burned houses belongs to the millionaires.
