I think it's a metaphor for a kind of shadow government or the illuminati. Because they're constantly tracking your movements and course they would send a limo for you. The "cardboard shanties and tents" line is also an allusion to that to disguise their base of operations. I'm no conspiracy theorist, but it does make a lot of sense that the song would be about such hysterical insanities
I think one thing cake is very underrated for is their Vocal Harmonies! They actually rock them quite gallantly, most noticeably on this and "Open Book".
