From what I remember learning in school, the older traditions have it that the value of a woman's testimony is worth less than that of a man. So if the husband was cheating or if he was assaulting the wife she can technically get a divorce / annulment but she would need direct testimony from other men to back her up in any legal proceedings. There is also the fact that in Muslim majority countries polygamy is legal for men, so they can get around any accusations or stigma associated with cheating by just marrying the other women, and the wife has no other recourse for that.
