    Absence of law is not a loophole. In fact, the man, via the creation of a business, was adhering to the law to sell the converters- with the exception of how he was acquiring the converters. So, theft and selling stolen property was the crime and it wasn’t being done via a loophole.

The lady suffered a broken collarbone and is in the hospital. He'll post bond, and find someone else to rob. At least, this scumbag won't be going anywhere with his bail so high. Most people commenting put this crime up there with the most deplorable ever imagined. I guess paying for a catalytic converter is a worse crime than being murdered (that's if you don't have insurance on it). Money talks.

      Years ago, I had a cat stolen in a state owned park and ride at a train station... they had cameras, but claimed they 'couldn't see the thief in action' on any of them. Had i been there, broken bones at a minimum. Laying on the ground is already a bad defensive position- i agree with op

      @@Delta-mo6hn The point of a reasonable bond is so that you can leave. Most criminals have bonds so they can. Stealing is one of those things that's usually set quite low. In this case he probably pissed off too many people if he had stolen from only the poor his bond might be like 10K.

      A home refinery would cost around $2000 to set up and could remove and refine 100 catalytic converters a day. That's a $36 million a year operation. Not sure why anyone who steals that many wouldn't set up their own refinery.

    the scrap yards need to be held accountable also. They know when a clean looking converter is brought in that it's stolen. I am a mechanic and the only time they really need replaced is if it's rusted away and leaking. it's rare that you have one that fails on emissions that looks in great shape.

      I’ve scraped about 10 that looked great, the vehicles were totaled. A few parts went on eBay, and the rest of the car was scraped in the end. I had titles, but they were never titled in my name.

The neighbor has all of the windows covered and has cameras all around the outside. Anyone can claim it's suspicious, but it's not illegal to just be 'suspicious'. My brother in law is a cop and he's been waiting to catch his neighbor with something visibly criminal outside - even with his background, his hands are tied.

      Yeah no doubt, my cousin here in new York had one stolen ,so we figured go on Amazon and order a new one.
      NY is a clean air state , required a 50 state cat.
      640$.
      They listed the 48 state cat for 350$,but it can't get shipped here.
      Thank God for a buddy in Connecticut he had it sent to ,and then he went and picked it up.
      Saved a fortune.

    Here's an idea. Instead of a law "closing the loophole" how about trying this unique idea... "When someone commits a crime, and is convicted, you put them in jail. THEN (and here's the crazy part) you KEEP them in jail until they serve their sentence." You would be surprised at how few catalytic converters are stolen by people sitting in jail.

      Even if you catch the thief in the act before he/she get away with your CC, if they’ve already begun the sawing process, you’re still looking at a substantial repair bill to include if the mechanic can actually still use your equipment. The problem is that there are any number of auto parts dealers willing to look the other way to make a quick buck. Someone rolling up to a salvage yard with a truck full of CC should be immediately reported to law enforcement. If they were legitimately obtain, complete the transaction and move on. Thieves won’t steal these things if there’s not a market to fence them through.

      True, a loophole implies that it's a way to legally do something otherwise illegal. If the acts had been legal, the police wouldn't even have had a reason to arrest that suspect. The new law fixes the problem that it was too easy to get away with the crime of stealing car parts. Or if you want, with the crime of dealing in stolen car parts (which had also been illegal before).

    We had a problem with people stealing copper electrical wiring and copper water pipes. Our D.A. told the local scrap yards that if they took pictures of ID for scrappers and made a picture of the items being scrapped, they had no worry from him. If they failed to comply, they would be charged with receiving stolen property. They complied and thefts of wire and pipe are almost zero.

      Yeah it’s not hard to enforce, the scrap yards typically know when they’re taking stolen goods but usually there’s no repercussions for them so they don’t care. They just have to be pushed to put forth the smallest amount of effort to verify the stuff they’re buying is legit, and 95% of it would stop.
      The problem is they see a crack head trying to sell a cat, and they know it’s stolen, so in their mind it’s an opportunity to lowball and get a cat much cheaper than from a legitimate source. A guy who owns a muffler shop won’t take $50 for a cat he knows is worth $300, but a crack head with a stolen cat will take that $50 and run because he just wants to be rid of it.

      I lived in a neighborhood where a family put their home up for sale. They vacated it as he had accepted a job in another state and moved his family accordingly with him. He was handling the sale through a realtor. Well, some POS must have been scouting out the place and knew it was empty unless it was being shown. Somehow in the middle of the night (without alerting anyone) they removed all the copper piping from the A/C system and pretty much destroyed it. How you could do this without waking up the neighbors is beyond me, but they did it. The guy ended up having to file a claim and get the unit replaced which I’m sure ran into the $8-$10K price range.

    Somebody stole my neighbor's catalytic converter while he was grocery shopping. His Toyota pickup is over 20 years old. He took it in to the exhaust shop to get it repaired. They said it was gonna cost dang near a $1000.00 to replace it. He couldn't afford that, he's 73 yo and on Social Security. He went to Harbor Freight and bought a cheap wire feed welder a welding mask and a 2 ft section of exhaust pipe at the auto parts store. He fixed it himself for about $300.

    I’m a recent victim of this. I’m a father of three kids and I owned a minivan with car seats in it. Clearly owned by a family but these thieves don’t give a shit.     The places accepting need to be held accountable just as much as the thieves simply because they one how they're getting them, by stealing them, yet they're still buying stolen goods. I'll never understand why the very people who fuel these types of crimes and worst aren't held accountable just as much as the people at the bottom.

I've seen all sorts of people come into the scales. some people that look like they would be homeless driving around in 1990's beat up work vans, really got millions of dollars and run huge ass factories. if someone brings in papers and shows us they got a business or even better yet a scrap dealer license which in Ohio isn't that hard to get by the way, it doesn't matter what I think of that person or how they are acquiring their stuff. they would technically be legit. do I need to go send out a crew to inspect every property someone claims to own or operate before I buy from them? there is absolutely no way possible to stop scrap metal theft completely. if you hold yards liable for the actions of their customers you will not have any yards at all. although I do see your point where if a yard knowingly buys stolen goods it is their fault. but unless the dude is in there bragging about it or we hear other customers talking about that dude how are we as buyers able to prove that the goods this guy is trying to sell are stolen? what should we do? stop sales all together? throw everything in the landfill and forget about metal recycling altogether? that will just create a black market for metal and cause all sorts of pollution. stopping this problem at its highest level is a lot more complicated then it seems. it really needs to be stopped at its lowest levels with a swift boot (or better yet a 45acp) to the face.

I didn't even think about it from that perspective, especially about the black market. Pardon my ignorance, brethren. I guess I showed my hand that I was too a victim of cat theft. And on my 2001 beater when that was my only car at the time at that. I didn't think about the position it would put you guys in. But now that I think about it, car designers and manufacturers know all to well about this situation and should come up with a better design to at least make it harder for thieves with all of the money they pay their designers on the first place. I'm sure that wouldn't be hard for them at all.

      My family had an oil company in Texas and this happened in the late 80's. They kept getting equipment stolen form their property. Eventually my family was told by a law enfacement official that if they caught the thieves to just shoot them. make sure the thieves are on their property, and to call this guy directly and he would take care of it.

    This happened to my grand am about 10 years ago or so. The car was never the same after. Constantly had to put money into it after that because of sensors coming on. I wish I’d have caught the sob under my car I’d have run him over.

It cost me 220 for the converter and I threw him a case of beer and put a 100 inside the case. But man I loved that car. It was my first car my parents bought it for me when I graduated HS. Car was worth about 3k at the time. But damn it sucked

    Cat thieves will most likely have only one form of cutting tool with them. A pipe cutter, or sawzall. Weld a heavy gauge steel rod along side the cat and sufficient length of the exhaust and that will greatly increase the time it takes to chop out a cat depending on quality/size of materials. Personally, I prefer the "failed jack stand" method.

      Pneumatic suspension with the relief lines (sealed under normal circumstances) running along the exhaust.... A poorly planned/hasty cut, and the vehicle descends...
      I doubt the worth of such a thing, legal defense would be quite expensive if things went down as planned.
      It might be safer to rig capsules of skunk stink on the exhaust plumbing where they'd probably get nicked when someone makes the attempt... Bank die packs might be even more effective

      I think they use portable, battery powered Sawzalls, and it only takes a minute to slice through, like butter.
      I don't know how to prevent it, but you could probably use the section of exhaust that has the catalytic converter as a conductor for an alarm sensor. After the first cut, the alarm would scare them off, especially if the siren is pointing right at the cat.

      What's sadder is that vehicle makers have not re-designed the exhaust systems to protect the cats from being simply cut out, US based manufacturers should have taken note by now.

The guy is making his own counterfeit credit cards, you think he can't print out false sales records either?

      @@cgfh8673 if he had such a "criminal enterprise" I can assure you that 1cat a day 365 days a year wouldn't affect his so called enterprise in the slightest.
      first off - being the supposed enterprise it is, wouldn't be interested in losing the most profitable part of the process... they'd be smelting and then flipping the metals themselves.
      secondly - enterprises consist of hundreds of more likely thousands of individuals. so let's say he had near minimum of 1000 people.. that'd be 1000 a day or 365,000 a year! don't forget, as your enterprise grows, so do the number of individuals!
      "you sure seem to be the type that doesn't seem to think before they speak".... ah, the irony!

He created a business, had multiple members working under him, bought tracking devices, etc. It was organized and I could've just called it organized crime but however small or large the operation was its still an enterprise of the criminal kind. Enterprise definition: a project or undertaking, typically one that is difficult or requires effort. Yeah you fucked up son don't talk shit if you can't back it up

    Set up your car on airbags and tie the deflation of airbags to a circuit thru exhaust, cut the pipe and the circuit is cut and bags deflate and crush the thief.

      @@godshammgod6852 Except that's pretty stupid when its just a dented cat... You do know that these are a high damage item right? Like first they don't have infinite life (many states due to emissions requirements fail these about every 50k miles, because the converter itself wears out), then also if you hit a bump off-road, or a board flies up and whacks the underside of your vehicle you're in the same boat. Replace the whole car each time? Are you crazy?

    I was honest (I was often treated like a thief) Cu scrapper for 5 years. I never found 1 catalytic converter, so unless someone is in a industry handling cc's, there's no way scrap yard doesn't know a big bunch is stolen.

      @@RAPEDBYBLACKS Scrap yards don't "melt down" cats, or anything else. They resell them to other recyclers that in turn process them. Catalytic converters are cut open and the precious metals are removed and processed for reuse. The rest of it is then recycled.
