I will say visiting in Los Angeles County they have yellow "tape" border around the traffic light signals making them very visable and red reglective tape going down the poles on stop signs.
*I vote no on bill not needed* USE THE MONEY FOR flashing lights in/on road for ALL CROSSWALKS and reflective also and another:
The dark black asphalt they have been repaving streets ARE NOT reflective make or very hard to see on the street WAY TO DARK.
