Love this topic and it's something i thought about back when NYT was suing OpenAI. I initially thought smart contracts run on a blockchain to help govern micropayments for each scrape and tying that to whitelisted robots.txt but that doesn't stop anything as it's more a gentleman's agreement. Next level would be firewalls and server level Configs for IP based restrictions...
