No it is because he selects the 24 or 30 fps option and uses the 180 degree shutter angle, meaning the shutter speed should be 1/48 or 1/60 respectively. Then you get very natural motion blur, but it also causes for every camera to be over-exposed. The ND filters are sunglasses and it is a widely used and useful tool in the video industry :)
