My cat is similar to yours, down to the cone you’re using! She has allergies to multiple types of mold and to willow, so she’s on an immunotherapy treatment to help. She has a tendency to over-itch on bad days but thankfully she rarely tears herself up nowadays thanks to a very low dose of daily steroids.
