The other thing you can do if the dust bin is not emptying is to pull the cap off of the vacuum motor at the bottom of the bag chamber and clean it out. the screens barely need to be blocked to create not enough suction to empty the bin.

I've had mine for over year and it's only clogged once. I wouldn't say it's a design flaw for one failure out of 200 or so emptying cycles.
