I feel like this is the secret way these games prey on nostalgia in such a wonderful way. You play through the whole game, and your brain notices these similarities but you don't, then you get to the end and BAM, you hear the song from the heart of the soundtrack. You feel like you've heard it before but can't place where rocks you to your core.
The fact that this plays during Jevil’s theme tells me that he’ll either play a bigger role in the game soon, or he has some close connection with Kris

Bruh, I'm good with your theories but it's got to be Chara because the singer of Don't Forget is a Female. Because she is a Lighnter who was killed but she remains in the dark, possibly when Chara was still alive she sang this to Asriel, but that could've been already proven false because, let's say this is a Neutral Run, you die after a neutral run but some boss monsters will still remain, but since all of the boss monsters are there, it was a Pacifist Run, meaning Frisk should've been there, so this theory is false, but it would've been if the protagonist was Frisk not Kris.

I think the reason why there's a leimotif this obvious in Jevil's theme is because this whole fight proves that you are the Heroes from the legend. Atleast Seam says it.

I don't know if it's just me but Don't forget motif in The World Revolving suddenly makes the entire song so much more poignant. It just seems like a fun song at the beginning and then the motif shows up and you feel like there's something much deeper into Jevil's madness.
And after speaking to the Clam Girl in Undertale, going back to behind San's house in his locked room there's a photo he keeps with "three smiling people" with "DON'T FORGET" scrawled across it. That, plus the bunny shopkeeper saying the brothers "just showed up one day". Sans during genocide in his fight saying "I gave up trying to go back years ago" and then /later/ says "and going to the surface doesn't appeal to me either anymore" like they're separate things. Add on that in the recent newsletter, Papyrus is asked about his past or something like that, he says there's grass and before saying more gets cut off by Sans. I think this all gives loads of hints towards DT sans not just being UT sans, but DT happening beforehand and Sans having to move to the UT universe somehow! But that's just a theory, no true confirmation. But so much is there that makes it oh so mysterious! Not to mention the more tenuous, potential Gaster links, strange machine in the same place the Don't Forget photo is in, and the lady that triggers that change to the more descriptive photo, tells you that the time you'll meet her friend "Suzy" is "Fast Approaching" before she goes grey and disappears like other goners. The last bit is only in the Switch version which came out not too long before Deltarune Ch1.

This gives me the same feeling as when I watched the entire series of Adventure Time, and the finalé of the show had the song they use in the credits.
