I think this would only work in a hot desert country where lush gardens don't exist outside. Take away the enclosed gardens this could easily just be a few superblocks like Barcelona, likely with better housing density. Aside from straddling existing skyscrapers, I don't see the benefit of sticking this on stilts. It only makes the design far more difficult, and the construction close to impossible. Also intrigued by those suspended monorail things - I feel they'd be better on the inside/side mounted.
I think it would have been cool to see a full breakdown of the theoretical construction, and pros/cons and how it compares to existing designs (beyond just Marina Bay Sands), but I know that would be a chunky video.

Will they include an adequate sewage system now? Heard that the Burj Khalifa still trucks out their waste.

I don't hate the idea. A 3-km skyscraper would be almost entirely elevators, but a 3-km ring? That's almost entirely usable space. And, yes, this plan has the ring super-high off the ground, but does it need to be? Put it 100 meters up and it's clearing most buildings, and using all that empty airspace above them that's currently unused.

Seeing the comment section, obviously this initiative has already achieved its goal - to get people talking. Obviously, if Dubai wanted to add a 15 minute city (or suburb), they'd be better off building it at ground level. Lots of space in the desert.
