When he returned he was unable to raise his hands above his shoulder from torture sustained as a war prisoner. So he medically and physically couldnt give a high five. Its such a well put together joke.

People seem to be missing the point of the Scooby Doo cut away. The joke is that John McCain cannot lift his arms because of the torture he received being a POW.
