It's too late but you mentioned "changing" hurricane on your RayQ. It's a legacy move and you'll want a high IV RayQ w flying moves for Mega as it's a top flier.
I joined in june so palkia is the first string of raids i grinded pretty hard cuz pink is my favorite color and i be damned to not get that pink palkia. I hit 56 raids until i finally got my pink palkia and its one of my top favorite shinys of my collection❤❤
PSA: DON'T remove Hurricane from Rayquaza. It's a legacy move and makes it a top Flying attacker. I would double move it to get Outrage then switch fast moves as needed

I got 96% IV shiny palkia first raid, I have done this with shiny shinks, shiny mewtwo, and shiny 96% IV palkia all of this in the first raid, and the were shiny pokedex
My first one today was pink and 3☆ Better be giving me something because daily incense is big BS. Determined if you are going slower than 10mph I don't get spawns. Most of them I get an error feeding a berry. Run away after one throw.

I think for another challenge similar like this you should purify a shadow Pokémon every time you don’t get a shiny, more pain, more at stake
