    Camera boat for sure shut the door and did not keep out wide on the second turn.

    # 11 failed to stay in lane and choked off advancing # 28. # 28 was doing just fine in the turn. No reason to assume it would not have held it's lane had it not been infringed upon. #11 crossed many lanes to dive into turn after previously going wide to navigate slower boat.
    I understand #11 was willing to gamble that #28 would relinquish it's rightful inside position. But it was wrong. #28 probably continued to advance and pass because it didn't realize the extent to which #11 was going to cut it off.
    Or it's possible #11 wasn't even aware that #28 was there after #11 lost position while making the indecisive pass of the stricken boat. Either way # 11 is at fault.
    #11 invited the event, #28 failed to take the last clear chance to avoid the event.
    #11 hit #28.
    Blame falls on #11.
    My question is, why was the race not frozen and #28 awarded the win?

      Your analysis ignores the angle of that turn. 28 had zero chance of hitting that apex at that speed even if 11 wasn't even there. They were too hot on the throttles going for an inside overtake. Had they just held back, and finished second behind 11, they would have still won the worlds overall, but because the throttleman failed to show restraint he lost the team the title, flipped the boat, and nearly killed his driver, and the crew of the 11 in the process. We've seen too many dead racers.
      These rules exist for safety. If the 28 had slowed down he would have had 5 lanes of space to negotiate the turn. Every person close to the crash with the exception of the 28 crew who saw it in person has said the 28 crossed 5 lanes and hit 11 after failing to take the proper angle to negotiate the turn at their speed. The video speaks for itself, and the rules failing to be enforced only discourages new team's, and leads to existing ones getting sick of it. It's not worth anyone dying over a trophy. That was the time for the 28 to back off, hold their line and collect their world title.
      I'm sure they will make the right decision in the future and save themselves the repair costs, but 11 deserved the win on the day after STR broke. 11 had been well ahead of 28 all race, and wouldn't have had to slow down if STR hadn't gotten in their way, granted STR had zero visibility, which would have given 28 no chance to pass anyway.
      In the end the trophies don't matter. It's safety. Racing to win, but not all all cost. This was a bad decision by the 28 crew, and let's be thankful it didn't hurt anyone more than their ego and wallet. But it will happen again and again if it goes unacknowledged.

      I totally understand what you are saying. And I would agree if #11 had maintained it's lane around pin 2 and not changed it's line hard @ 0:27 and dove into pin 2. There is no indication that #28 was not holding it's line. And it had successfully used that line and hooking pin 2 all day long. Same speed as pin 1. No reason to assume it could not do so and make pin 2 on line if not interfered with.
      I do believe the pressure decompression escaping from #11 @ 0:30 had an effect on #28. Or the hit might not have been as hard.
      Only #28 can tell us if he was being stubborn, or had no time to react to the cut.
      But I doubt he expected #11 to cut across his inside lane to start an early straightaway run.
      I myself think it took the two of them to accomplish the very expensive but injury free event. The #28 could have backed off the gas and gone inside the pin. But they're gonna race and they're gonna race hard.
      At least it was a roll and not a flip or stuff. It's happened before and like you said it will happen again. Many times.
