Perception has a weird cap like endurance while sprinting. At 30 you no longer use ap for sprinting, in terms of Perception the soft cap is somewhere around 35-40. After 50 you start to get chances to miss back since vats starts to bug out.

That is not how to works
thats not at all how it works. the reason hes missing near the start is because hes using the laser musket, which has an innate chance to just "miss" in the same way that a shotgun cant land all of its pellets. its stupid really, and its the reason preston misses with his laser musket all the time. also, anytime vats says "95" its actually a 100% chance. why doesnt it just say 100? not really sure, maybe the devs thought it would upset players if it said "100" but missed anyways, like in this case with the laser musket, or perhaps an enemy runs behind cover in the 0.001 seconds it takes for your character to start shooting in vats.
1000x legendary effects AND every enemy is legendary at the same time just absolute chaos

Just a cool little detail I like about the base game is you build a stand for all your bobble heads in your camp. Also you can do the same thing for magazines with comic book stands or magazine shelves and they actually display them for you to see which is a nice touch.

the amount of shots you missed in vats is the tabletop equivalent of rolling all nat 1's. literally. reminds me of back when i played dnd my first bar fight my rolls definitely reflected the fact that i was fuckin wasted lmfao

Hey, at least you guys got hits in. I've never landed a hit in VATS that wasn't critical. Even with max perception luck, and Night person + Perception boosting armour.

I know you mean the bobbleheads were overpowered by saying 1000%, but they are actually 1000x stronger.
1000% is more like 10x stronger, which is still strong, but is massively underselling how buffed they are.

I'd imagine perception works like this: you have a 95% chance of being on target, but your weapon has a 95% accuracy rate (chance the crosshair is on target). Whatever chance your weapon has to hit, along with its range, means a bad weapon can still have a poor chance of hitting.
I have never seen the mysterious stranger miss thank you.

Uhm - in the beginning of the game you get the perception bobblehead and I think with 1000 perception you should be able to decapitate a death claw at the other end of the map with a pipe gun! 😉😉😁

As far as vanilla Fallout is concerned, Spray N Pray is arguably the most OP weapon in the game
Unless you include DLC, in which case the Far Harbor gun with the same Legendary Effect is actually better since it's got a far higher base damage and can be super modified however you like

The problem with vats is that you would hit the target Normally but there is a wall of obstacles in the way and if you are shooting from a far the chances of hitting a object is high

The problem with VATS is that you weren't using proper Vault Tech weapons, instead using some wastelander "Specials"

There's a reason I use the Health Rebalance mod by quantumhunter. The fact a legendary synth strider can take a mini nuke TO THE FACE and it only put him down to 72% is just plain dumb. If there is ONE thing I hate is when in order to facilitate a difficulty curve its boost mobs to have UNHOLY amounts HP to the point that even a Fatman just plain tickles certain mobs. Bullet sponge enemies are the bane of any existing game.😒
if you want to know the reason you were missing is because the lazer musket has the lowers acuracy

I find launching the pressure tank in the museum works better if you shoot the frame off the shelf first. Still not extremely reliable though.

hey i haven't played fallout much but how did you unlock all the map quick travels did you just mod it in while you were changing stuff or did you do something in base game to do it or just manually get everything (sorry for being alittle late btw your stuff just showed up on my fyp)
you know if you use the vault-tec paint job on power armor you can technically wear it same goes for armored vault tec jumpsuit via dlc
