Yes wind related. The wind should be coming from the island. Just look at the island and forward time until it’s blowing into your face. You can do it at night to forward time too.

Honestly if you buy it early you'll lvl up and get all the money you catch there so it'll definitely help just don't think it'll be a huge advantage you can always just do early lol 20 lake

Maybe if they were ax lvl before the dlc they can just do the maintenance mission and can rent a boat instead of buying a 60$
