What's your spinning setup? Can you cast instead of troll? I have the $20 dlc. Could I fish there or do I need the $30 dlc?

You can fish here for sure. you can cast and reel in the plug like a lure and that will work also. but you should have trolling rods with that dlc. The spin setup come with the 20.00 dlc.
