It wasn't the Hungarians who blocked the expansion of the army per se, but rather that one specific Hungarian government that ran between 1906 and 1910, and the political crisis that preceded it. Starting from after the 1910 elections, the new Hungarian government supported the increase of defence spending and troop numbers without any fuss.
In all seriousness, Hötzendorf wasn't a good general but he also wasn't as terrible as often described. His indecisiveness in 1914, with him ordering most of the Army first to Serbia, then to Russia and then again to Serbia, caused both the botched invasion of Serbia and the loss of most of Galicia. His relief attempts in early 1915 also weren't successful, but the Russians suffered through the carpathian battles even worse than the Austrians. Overall, his staff work was actually quite good, with even the German general staff admiting to that and later basing some of their offensives on his plans. He was just like most WW1 generals of the time: Good during peacetime on maneuvers, overwhelmed at the outbreak of the war, failing to adapt to modern warfare and ultimatly being replaced with a general, who adapted (Borojovic)
He was brilliant at a strategic level, but was simply hindered by the AH army. The AH army simply couldn't fight both the Russians & Serbians. And nobody ever wants to talk about how he destroyed The Serbs in 1916, with like 2/3rds of the Serbian Army dying by the end of WW1. He was blood thirsty, no doubt, but not incompetent.

The Brusilov offensive however ended the Army from ever being able to be used effective on its own. However the Army was still able to significantly contribute to the central powers war effort, with it being used to deadly effect at both caporetto and the Kerensky offensive. In fact the army was still in a mostly coherent state until the empire started collapsing in autumn of 1918, with the breakaway governments recalling their soldiers and coodination collapsing within the army. Before that the Army was actually able to withstand the Vittorio Veneto offensive. In a nutshell, the Royal and Imperial Army wasn't prepared to fight in a world war, yet nonetheless held out for 4 years and achieved some impressive defensivevictories, even some on the offensive. The A-H Military overall could be rated as the second best central powers military and amongst the top 5 countries in WW1
Tbh, I think Russia took the biggest Ls during WW1, The Ottomans were kind of... competent? They won at Gallipoli anyways. Austria Hungary in my opinion was relatively neutral, holding the line against Italy for 2 years relatively well, and eventually winning at Carpetto where like 1/3rd of The Italian Army was decimated. France & Italy took some much bigger Ls with their mutinies, and constant executions of Soldiers for "cowardice" (retreating after most of their unit dies) The Central Powers were in fact the good guys.
@@notapuma Winning at Gallipoli isn't that impressive, they were right on top of their own supply bases and the enemy was in the worst position possible to attack from... when the fastest offensive in history is one of your loses you can't be described as competent, and thats exactly what happened to the ottomans. and comparing them to russia? the ottomans were conistantly defeated by russia throughout the war.
