How does she protect something that literally can't die? If anything she's ruining Mokou by being there for her when Keine will inevitably die, leaving Mokou with nothing but the memory of better days that will never return. However, as a history student, her being a historian is reason enough why she is the (second) best Touhou.
I always saw Keine as a teacher or tutor for Mokou, the relationship they have is similar to that of the teacher-student in fiction, where the student receives lessons from his teacher, and at some point the teacher separates from the student so that show what you learned. For example, in Django, King Schultz acts as a teacher, and Django himself as a teacher, until they separate and he has to apply what he learned; the dialogue, the deception, and of course, the style. I think Keine wants Mokou to "learn" before he leaves.
