It is not just the water Hyacinth that is the problem. The single narrow gate is the problem. The volume of water flowing downstream is the problem. As this water is pressed into a narrow slot. The speed of the water increases. Water about 30 - 50m upstream from the gate, starts to accelerate as it passes the narrow gate. This then slows once it gets out the other side. Open more gates to help this

While I'm not from there, I would assume that profit margins on these runs are very slim, and boat owners wouldn't simply be able to afford this. This is probably the reason why majority of the boats are so overloaded. People just want to get as much money as possible from the run.
