I never really considered the droids dumb in General. Sure they acted pretty dumb and all, but lets be real here: The army was never really meant to act like real soldiers who take cover and all. The just Marched as a huge distraction, it was like an endless huge march, but they kept going.
Not a distraction as more so just overwhelming most of their opponents through sheer numbers. A lot similar to what the Empire did with regular recruits. The bad guys are always about significant cost saving measures while diverting most funds to more important projects like the death star and such

Imagine...Battle droids spearheading the attack on Leia's ship, droidekas speeding around the snow fields of Hoth to flush out the rebels, and super battle droids stomping around the forests of Endor.
