If you're talking about the burst chain, no, your heroes don't have to be at level 60. You can do double or triple attacks if you have enough spirits (The bar on the bottom right). Example, you have 7 spirits. You can chain Krom and Zaira bursts (Krom's ult cost 4 spirts, Zaira's cost 3). You can chain more heroes if you have more spirits. At the beginning the spirit limit is at 7, more will unlock when your lord reach higher level ( level at the throne). I hope this is the answer you're looking for.

@@bgone5864 Oh thanks for the answer was just what i Walter to know, my eroes are at level 50, so i'm working hard to upgrade them to level 60. Now i am recruiting earth lucilicca later i will recruit fire krom too. Thank you so much for replying and sorry if i bothered you.
