Absolutely, I'm working on a condo in uptown Dallas where each tenant has sub-meters. Not sure if it's a service fee. I assume that stats will be monitored by the building facilities management. HVAC subs for large projects also typically monitor their systems for a predetermined time.
Yes electrical submeters work for commercial applications. Most submetering providers charge a monthly subscription but I found the guys at EKM Metering offer excellent submeters, for one and three phase, which are superior and cheaper than their competitors and no monthly subscription costs and free access to software for billing tenants. Would highly recommend 👍🏼
