The song isn’t about heaven and hell in a biblical sense. The lyrics aren’t supposed to be taking literally. It’s about global warming and other environmental issues we are having. She’s basically saying that we are living in hell on earth because we are destroying our planet. That’s why when she was falling through the sky she lands on earth (and not in hell) in an oil spill. Even the people that try to do good things and that try to help preserve our planet are guilty of using product or doing things that is also destroying it. It’s contradictory. Hence “all the good girls go to hell.” She also says “why is man such a fool, why are we saving him, poisoning themselves now, begging for our help, wow.” When she says “man” she’s meaning mankind in general and we are literally killing ourselves and our planet but on the other hand pray to God to help us. The name Peter that is mentioned in the song is the gate keeper to heaven. That’s why she’s says the “Peter’s on vacation, an open invitation.” Also, I think when she says “my Lucifer is lonely” she’s meaning like the little devil (along with an angel) that sit on a person’s shoulders in cartoons and stuff. Like our conscience (or little voices -angel & devil-) telling us what’s good and bad. That is just my opinion on that part though. You really can’t take her music/lyrics at face value. They always have a bigger meaning. Her music makes you think outside of the box. Honestly, now that you know what it’s truly about, I recommend listening to it again. It will have an entirely different meaning to you.
While you just wrote an excellent example of what the video and song is about these guys could not grasp that idea if you said it very slow

If there is a god, he or she either isn't omnipotent, and is trying their best just like we are, or they are omnipotent, and are just evil. Those are the only two possibilities, and I prefer the first one. "Even god herself has enemies, and when the water starts to rise, she'll want the devil on her side." Even if you ignore the more metaphorical aspects of the song about climate change and human evil, this still makes sense, because Lucifer was supposed to be the most powerful, perfect, beautiful angel, who was cast down because of a disagreement. If someone decided to bring war to an imperfect god, she/he would want the most powerful soldiers she could get, which would include Lucifer and his demons, especially since the disagreement is generally agreed to be about humanity, and we aren't looking too great right now.
