The CIR is not an average speed. It's Committed Information Rate, committed (guaranteed) amount of bandwidth that a service provider is obliged to deliver according to the SLA.

A second is divided into 8 intervals. Each interval transmits 8000 bits. so 8 interval corresponds to 8 x 8000 bits = 64000 bits.
