Question
In order to pay the 6 ambition to defeat Luke, do you use the ambition action?
Or Is paying the 6 ambition a separate action?
Does it also mean that you must be in that same location to use that action?

You have to use the Ambition action at Emperor’s Throne Room, as you have to be at the same location. With the ambition action you activate the ability of Palpatine : pay 6 to defeat Luke.
