You’re quite right. Notably the prisoners in Newgate, who wouldn’t have been able to escape their cells. Some did, to be sure, because some walls collapsed and some iron bars melted... But the majority of the prisoners who died in there were not accounted for after the fire, partly because the records of who was in there in the first place burnt with the rest, and certainly because nobody really cared.
Bit of extra stuff: The proper death toll is likely quite a bit higher, but the searing temperatures of the fire could very well have burned bodies of any trapped, alongside the fact that most who probably did die were lower class citizens which the upper class didn’t necessarily care much about, making an exact figure hard to work out.
