Looks like a typical industrial ghetto location. During the day I bet it looks very poor with run down cheap housing. That's not a bad thing, it's just post industrial Japan. A lot of Japan is ugly like this, its not all gardens and temples. I bet you could get a cool old apartment for cheap.

今津駅ではなく木津川駅ですね。。
大阪も地方都市のひとつというか、工業地帯と住宅地が接近しすぎるという特性がでていますね。。
最後の今宮駅も環状線のなかでも発見しにくい駅ですね。。ｗ

That station is little bit strange. That is near from center of Osaka which is big city.
Kizugawa station is operated by Nankai Electric which was founded in 1884
