political decision. today frigates are as large as destroyers and destroyers as large as ww2 cruisers but with more fire power. The russian carrier was classified as frigate (and pseudo built as frigate) so it could divert a maritime agreement according passing the straight at Istanbul to exit or enter the black sea ;) everythng political play en decisions
