Good suggestion, even if someone did Need For Speed Heat must do this add on not only for Xbox One and Xbox S/X Series, but also PS4 and PS5. Now how difficult is this?
Everyone you can't unlock them. This is a mod. The title is clickbait and the lights and siren in question can't be obtained in normal gameplay.

Not recommended, EA might ban you for those mods. FYI, never use mods in a online game as they'll lead to a permaban.
